In small bowl, whisk together oil, orange peel, tarragon, cumin, allspice, cinnamon, ginger, salt, black pepper, and red pepper.

Loosen skin from turkey and gently place mixture under skin.

Place turkey, skin side up, on broiler pan coated with cooking spray. Bake 1 hour and 15 minutes or until meat reaches an internal temperature of 165°.

Let stand 15 minutes.

Remove & discard skin, leaving tarragon mixture in tact on turkey.
